In this emerging paradigm, certain actors different from governments, inevitably, play roles with various orientations at the international level. <br />However, are these procedures and trends, mostly accepted by everybody in the international area? Or it should be considered to become worthy of being considered? Whether it is a wave affected by power in the hands of the powerful forces and that will bear no fruit except discrimination? <br />The answers to these and some other questions will be discussed in this article in the light of “global citizenship” notion. پدیده پرشتاب جهانی شدن، سبب شده بسیاری از تصمیم‌گیری­ها، واکنش­ها و سنجش­ها در سطح جهانی و با توجه یا دخالت عوامل فرا ملی اتخاذ شوند و نوعی جهان‌شهر اخلاقی مبتنی بر حقوق بشر در کانون توجه باشد. در این پارادایم نوظهور، ناگزیر بازیگرانی متفاوت از دولت‌ها نیز در سطح بین‌المللی ایفای نقش می­کنند که در پی تحققِ جهت‌گیری‌های جدید هستند؛ اما آیا این روند به صورت غالب در عرصه بین‌المللی مورد پذیرش همگانی قرار گرفته است و یا ملاحظه­ای است که اگر بدان توجه شود، شایسته تلقی می­گردد؟ یا موجی است تحت الشعاع قدرت که به مثابه ابزاری در اختیار قدرتمندان قرار خواهد گرفت که جز تبعیض ثمری نخواهد داشت؟ <br />در این نوشتار پاسخ به این پرسش­ها و نظایر آنها در پرتو مفهوم «شهروندی جهانی» هدفی است که پی گرفته می­شود. https://humanrights.mofidu.ac.ir/article_21276_a48f43f12770677c1cfd2241e79f6d15.pdf
