Since this right is a collective right, people learn from each other’s how to use their mother language to communicate and through the use of that express their affiliation with members of their minority group. Much of this learning takes place in the field of education. The importance of education in the mother language is directly related to recognizing a broader range of human rights. Since the right to  education is among the second generation of human rights, governments are required, according to the language development system, to take steps to ensure that minorities enjoy the right to learn and use their mother language in their education  in accordance with domestic laws and international obligations. هدف حق بر زبان مادری آن است که برای اقلیت‌های زبانی شرایطی ایجاد شود که به جای استفاده از زبان اکثریت، از زبان مادری خود استفاده کنند. از آنجایی که این حق، یک حق جمعی به شمار می‌رود، افراد از دیگران می‌‌آموزند چگونه از زبانشان برای ارتباط استفاده کنند و از طریق استفاده از آن وابستگی‌های خود را با اعضای گروه اقلیتی خود مطالعه کنند. بخش اعظم این حق در حوزة آموزش اتفاق می‌افتد. اهمیت آموزش به زبان مادری، رابطة مستقیمی با حق‌های دیگر بشری دارد. از آنجایی که آموزش در زمره حقوق الزام‌آور است، دولت‌ها موظف‌اند بر اساس سیستم توسعة زبان، اقدامات لازم برای بهره‌مندی اقلیت‌ها از حق آموزش به زبان مادری را بر اساس قوانین داخلی و تعهدات بین‌المللی انجام دهند. https://humanrights.mofidu.ac.ir/article_30780_23dd1052628bd01a4146b88619ec601e.pdf
