چکیده

امروزه رسانه‌های گروهی مدرن نقش مهمی در ساختار نظام اجتماعی ایفاء می‌کنند. بین آزادی بیان و آزادی اطلاعات متأثر از معیارهای حقوق بشر، ارتباطی درونی و متقابل وجود دارد. جامعه آزاد و عرصه عمومی، فارغ از سلطه و رابطه بین الاَذهانی و اقناعی توانایی ایجاد و ابقای رسانه‌های گروهی آزاد را دارد که در واقع رکن اصلی حقوق بشر و معاهدات مربوط به آن می‌باشد. آزادی بیان لازمه تحقق حق‌های دیگر افراد است. بنابراین ارتباط عمیقی میان حقوق بشر و رسانه‌ها وجود دارد. حقوق بشر یکی از دستاوردهای اساسی جوامع مدرن برای دست‌یابی به صلح و امنیت بین‌المللی از طریق شناسایی و پذیرش حقوق برابر و آزادی انسان‌ها است. صلح بدون اطلاع‌رسانی آزاد و شناخت و آزادی بیان، چنانکه در منشور سازمان ملل و اسناد حقوق بشر ذکر شده است، محقق نمی‌شود. در جوامع مدرن آزادی بیان خود را در آزادی ارتباطات و آزادی رسانه‌های گروهی مجسم می‌سازد.

چکیده [English]

Today the modern mass media have an important role in the modern social order structure. There is intrinsic and mutual relationship between freedom of speech and freedom of information stemming from human rights standards. The free and open societies and public sphere regardless of ascendency or intersubjective and convincing relation are able to bring about and preserve free mass media that are the basic pillar of human rights and the related treaties.
Freedom of speech is prerequisite for other individuals’ rights to be realized. Therefore, there is close relationship between human rights and media. Human Rights is one of the most essential achievements of the modern societies in order to reach peace and international security through the recognition of equal rights and freedom for human beings. Peace can not be established without free information, knowledge and freedom of speech as mentioned in the Charter of the United Nations and Human Rights Instruments. In the modern societies, freedom of speech is embodied in the freedom of communication and freedom of media.
